Add more feature in Shipping

Features:
+ manual set total for free in multi currency
+ multi lagnuage
+ change lagguage in admin
+ support alert messages
+ multi lagnuage alert messages
+ html support in alert messages
+ multi geo zone
+ consider tax amount in total
